I play the 1914 scenario, germany. Greece is already at war against me, Bulgaria join on my side and .....insta redeploy ALL its toops on far away fronts (France, Russia, Sinai, Caucasus). Just while the greek army is marching towards Sofia alongside the serbs. I've rushed to assume military control but it's really insta.

Is there a way (even by console codes, don't care about using them if it's for correcting something absurd) to prevent this?

I've noticed the same kind of behavior from the AI. Playing as Germany, Austria seems to assume that I always need help and redeploy a lot of their divisions to help me. Meanwhile, they're losing in all their other fronts.

afaik, there used to be an option in HOI2DD that made it so the AI wouldnt try to send expeditionary forces to you and that fixed it, the AI fought its own war. In DH this was removed and now you cant do it, which is stupid.
