AI Air Units not needing to land -- is this WAD?

As Germany, I'm invading Great Britain. My land forces are doing ok, but my airforce is getting pounded.

The reason is that my retreating air units keep bouncing back and forth between Coventry and London, where the AI is apparently able to keep fighters in the air 24/7, even though I control both provinces.

Shouldn't they have to land sometime? It's been going on for days.

And how come *I* can't do that?

My Messerschmits could patrol the sky over (still enemy-held) Moscow for three days in a row without a break, so you can do it.

Set some fighters on intercept and they will chase down enemy planes and not have to land either.
