Doesn't have to be continuously, only when you gain/lose provinces. Every time this happens, a flag should be updated whether a port is lost or won (and the other condition). Again, someone who doesn't read. Your point 1, is answered in my point 2. Your point 2, in my point 1. What exactly did you not understand. 1. You shouldn't be able to get QftNW AND send colonists ifyou don't have a seaport.
2.Provinces shouldn't be revealed to others before 100 years.
3.As far as colonists spawning numbers, i think it should be limited by the total population numbers of your european provinces. For that matter, Portugal wouldn't have as many colonists as say Spain.

All the other bonuses stand. Catholic bonus, protestant bonus, naval tradition bonus, conservative bonus, free trade bonus, having colonies next to your kingdom bonus and the naval shipyard bonus.
