I totally disagree. If more than half of all uncivs are able to westernize by 1900, it means that westernization is anything but hard. Only thing I find weird is that most uncivs and most small poor countries are absolutely incapable of raising their literacy levels, but I'm not even sure whether this is unrealistic or not.
