I thought I remember them fixing some issue related to stopping governor generation with slave modifiers when slavery is outlawed. Is this something new? Is it a bug or just an oversight?

* Leaders can only gain the Iron Fist trait by leveling up if Slavery is not prohibited

So it looks like they fixed the generation of leaders with slavery traits in empires that don't allow it. I can't find anything about mandates though =(
