That's the problem. It doesn't sail. It kind of waddles at the mercy of the current, it's unreliable, it's unstable, and tended to make the crew ill from random movements of the waves. The fact it was never actually used or copied by another naval power shows how poorly the ship performed. At the end of the day, it was barely adequate, and there is a reason it is referred to possibly the worst ship ever designed.

It wasn't really designed to be a ship at all. It was more of a self portable armed and armored buoy. It turned out sadly, that such an idea was more or less unworkable. Way to expensive to compare with shore batteries, or building artificial islands, and far too vulnerable to be worth the potential advantages of being a ship, and sucking in every aspect.

You are correct; this was mentioned earlier, it was a compromise to protect estuaries on the Black Sea where no naval ships were permitted by treaty.
