Should the Ottoman Empire/TUR really change the culture of a province at the border of the empire to turkish regardless of for example it only controls that 1 province in Europe? I would suggest that TUR needs to control an unbroken line of provinces from Byzanz to Dobrudja to have a chance to change the culture there and have reached a minimal historical size, e.g. countrysize = 15

I would use event = 329026 as trigger (Michael the brave for WAL).

As far as I remember TUR does not get romanian culture - so WAL should only change the culture of a province historically supposed to be part of the Ottoman Empire if WAL is not a vassal of the OE.

And WAL should also control it´s own capital as a minor who does more than it historically did.
