I don't get that though. Why should the player be penalized? It sounds to me like historically the earlier fort was rather shabby, so why should a good quality for get destroyed? I think the standard lose 1, +1 makes more sense in that case.

I agree with Garbon. Too bad we can't test the level of fortification for a province in a trigger...

EDIT: that's why most of lvl1 fortifications events could be free, just in case random events happened before.

AI colonization of Table

Does the Dutch AI consistently colonize Table? Does the AI make any attempt to explore southern Africa?

It wasn't colonized until 6 Apr 1652 so I don't want to encourage colonization before then, but I'm wondering if a new event granting a core on Table is necessary to encourage the Dutch to do the "right" thing. The colony's governor is already in the game although he needs to shortened a couple of years to match his tenure as governor. And a location a little closer to Table might be nice. Jakarta would probably work.

Yes and yes.

A core on Table could at least encourage Netherlands to keep the province in peace deals.

Why not directly Table for the conquistador? If Table is not owned by Netherlands when conquistador is activated, engine will search for nearest available Dutch province.

Conquistador moved to Table. And since the Dutch received the Cape Colony back from Britain once during Napoleonic Wars a core seems reasonable to me as well.

For new 186061, it seems obvious but Netherlands should at least know Table (778) or Table Bay (1329). And [VOC] flag should be a prerequisite too (i.e. HOL_3503 happened and Netherlands never disappeared after that).

I really prefer to use sea zones for these sorts of things since they're far more likely to be discovered. I think you caught me while I was referencing the number for Table Bay from your post.

Shouldn't this event happen only if the VOC has been formed? Added new sleep event command for the start of the Dutch-Portuguese War in Ceylon. Based on preliminary information the Dutch never really control the center and eastern half of Ceylon.

It appears that he spent 1609 in the hire of the Dutch East India Company and was the explorer that discovered the New York (well New Netherland) area for the Dutch. Should we break him up into 3 different explorers (one for English exploration 1607-1609, one for the dutch 1609-1610, and then English again 1610-1611? The only downside is that I realize that the AI is already bad at using their explorers...but at the same time, he could be useful to get historical dutch colonization going.
