The "give Hungary to your brother" option is a very good idea I will add it to my personal vanilla expansion events ...

I also have "collected" events to simulate 30YW and the reformation of the HRE and modded them to fit into one event chain. I have tested them and they are all working. Note that I have not yet tryed to change's Austria's tag to HEI or GER because I lack events monarchs and leaders which make sense for an Habsburg HRE and neither have the time nor the energy to change copy all HAB events and change tag and ID (beside some HAB events would make no sense if the HRE is unified)

While they are working these events would still need balancing (conditions and results) and the ID numbers would have to be changed but they are an example how I imagine the Habsburgs rise to power in Germany.

I was actually referring to Aachen... but Frankfurt would work about as well.

there was no real capital of the HRE. In Aachen the German Kings/Emperors were crowned later in Frankfurt (1562) but they were never capitals of the HRE. Nevertheless I'd say that in the process of forming a united state the Emperor would have to choose a capital and Frankfurt due to it's position in the heart of the Empire would have been a good choice same goes for Mainz while Köln or Aachen are much to far on the western border and thus not a good choice (at least as long France is still powerfull). Also a decision for Frankfurt could have a symbolic meaning further strengthening the King's/Emperor's position during the process of reforming the structure's of the Holy Roman Empire.

as I recall Aachen was Charlemagnes capital... and as first HRE that would technically make it the old imperial capital. Part of the reason that the emperor was crowned there was the symbolism...
 
It's right that Aaachen was Charlemagne's favoured city/palatinate (he used many other palatines as his seat during his reign as Emperor) but still it was not his capital in the sense we use the word today. Aachen would realy have symbolism in connection with Charlemagne but as I have mentioned as long as France is not considerably weakened it would be much to dangerous to choose a capital west of the Rhine. Frankfurt has a good geographical location and a connection with the Imperial tradtion due to the fact that the election of the Emperor took place in this city and as I said above since 1562 the Emperor was also crowned in Frankfurt.

Why not make it a choice, with Frankfurt as A), Aachen as B) and whichever country founds KoG's capitol as C)? Or something to that effect.
 
It would be of course a choice but it is important to put the right city on place A because of the AI :p . Perhaps if France is weakened, defeated by the HRE or not even existing there would be another event with Aachen as option A if France is still strong I'd suggest to put Frankfurt on place A.

I personally feel that it's much better to have a bias towards making Germany weaker simply so that the game remains intertesting after unification.

As to the leaders? The people are going to be born anyway. That is not a question. They are still going to have the aptitudes that they historically displayed, that is also not a question. But we now insert the question by attempting to balance this out (same goes for Italy); of what the heck are these ambitious, capable men DOING instead?

Frederick the Great is still going to BE Frederick the Great even if a Bavarian unites the empire, he is still going to have that fire in the belly to achieve some measure of greatness and bring glory to his house and family name.

By neutering Germany for game balance you send Freddie off to the happy farm where he does nothing, maybe raises tulips. Not likely as an outcome considering his personality and known history.
If someone else has united Germany he is almost certainly in exile plotting and conspiring ways to recover his ancestral lands. Perhaps he's working for Elizabeth (that'd be an interesting employer employee relationship :)), perhaps he's "gone Turk" as many of his contemporaries did. And who's to say he would have risen to command armies had he not been born crown prince? I have no objections to constructing an alternate history that put Frederick in the leader file of another nation IF Germany is united by a country other than BRA and PRU.

And to reiterate the French example. Not making use of all the leaders that are available (well the best of them anyway) for these unified nations would be as wrong as in a world in which France remained disunited; only making use of the leaders in Orleans for the ahistoric unified France fantasy event.

So using this hypothetical example of an alternate universe where France remained petty states and the fantasy event is unification... you don't have Napoleon, or the Rohans if you united the nation as Orleans, or Bourbanais.

Which is illogical from the known history in our universe. All men of France rallied to the banner of their King, regardless of what part of France they were born.
This part is simply wrong. There are multiple leaders in the game who are of French nationality and are in other countries leader files. Not as many as there are Germans, but plenty none the less. Until the very end of the era nationality was only one of many considerations that determined where senior officers would serve. It was certainly more important for the French than for Germans, Italians, Britons and Swedes.

Anyway the real problem is that your hypothetical German leader file (every leader from every German state, no matter what their nationality happens to be) will be a very screwed up file. It will have an abundance of slightly above average leaders. These will generally arrive in extremely large groups. There will be very few leaders for extended periods of time. There will only be a handful of exceptional leaders.

Germany needs a better leader file than this, one that has many fewer leaders, better coverage, and several excellent leaders. Should Germany get some of the great Prussian generals of the 18th century? Absolutely. Should she get every last one of the (already numerous) Prussian generals of the era, along with almost all of their opponents, and the leaders who fought the Seven Year's War in Westphalia? Seems pointless to me.




If anything a united Germany should see the worst of the leaders shuffled off into the ether unless they were extremely well connected politically. The reason is that the Imperial army is only going to be SO big, and there will be fewer commands available, so only the best guys are going to get the gig. Darwinian action, in action. Some of them may move into advisor posts in government which could eat up some of them and reduce the number but then you would have to infer how good they would be as a minister. In the above example I could see Frederick being one hot Prime minister!
I'm far from convinced that European/German militaries in the EUII era were Darwinian in their promotional policies. Those who rose to the top were often good generals, but were invariably excellent politicians.

If a united Germany means it sucks to be Poland or France... well history has shown that to be the case in actuality, so why should it not be the same in the game?

Because it's BORING!

And to be harsh for just a bit... they should instead of whining, jump on the respective nations as soon as it looks like they are close to unification and derail it.
The advantages of the unification are such that they should have plenty of incentive to do this. If the way this is implemented makes players think "I can live with a unified Germany" then clearly we've done a bad job.

You have hit upon your balance but did not realize it.

the fact that the game loses challenge for the human player IS the balance.

Most will not do it more then once because it bores them to tears. And inversely when playing another nation in the same region they will do their utmost to prevent the unification because they know for darn sure that it is going to be living with a monster...

Balancing a game or scenario is not always best done through strictly mechanical means.

Using you as an example and based solely upon your reference to the proposed Germany in my examples as being to boring.

You would not unify Germany more then once if playing it, and you would most likely only unify the one time to see if you could do it and see how it goes down the road. You would most likely do it out of curiousity. Then you would become bored because there is not enough challenge for you in playing the nation.

And if you were playing France lets say in another game a while later, you would do anything it took to prevent Germany from uniting because you don't want it coming across your borders like a cracked out mongolian horde looking to eat your lunch.

Balance is achieved. The challenge driven player will likely take the "A" choice and not unite Germany regardless of incentives more then once because it does not provide them with their favorite thing: Challenge.

And the same player will knowing what a united Germany entails for the fate of their bordering nation will try and keep the AI from uniting it.

And my fantasy French unification example is spot on. What was being discussed here per the leader file is the same kind of logic as saying that the Princes of Rohan would not serve a France united by Bourbonais, or any other nation but Brittany or Boullion(sp). Since we know that France did unite in our history, and that the descendents of the ruling house of Brittany did serve not only as military leaders but political ones as well to a France that was not united under their houses banner...

The logic of saying that Prussians would not serve a Hessan united Germany is thin at best.

And I don't know where you may have gotten the idea, or anyone else for that matter, that a united Germany would not see the various families within it still ruling over their estates! They would just be mediatized in effect. Frederick would still maintain all of his estates, he would only lose that ability to carry out a seperate foreign policy.

Just as Bavaria, Wurtemburg, Baden, Saxony, etc maintained their estates, titles, priveledges, and armies under the Prussian rulership of the second Reich. They just could not carry out a seperate foreign policy, and their armies were part of the "imperial" army structure etc. Now some would represent Hohenzollern Germany as a Prussia with vassals in the game, but IMHO they would be far from correct in doing so. To me the difference between a vassal and an absorbtion with army names from the other nation being included in the larger file but set to only spring from certain provinces. Is the ability to carry out a seperate foreign policy IE being able to declare war. In the Second Reich Bavaria could not declare war on anyone even though it had an army and air force; only the emperor could.

In a united Germany either from a more centralized HRE or the alternate route, things should go about the same. Prussia united Germany using the above model and based in no small part on HRE history and influence as an example of the alternate path. And a centralized HRE before hand would still see the various dynasties in charge of their states, but without the sovereign power of war making. In both examples the major states did or would in the HRE case, still maintain "national" armies and would/did have "national" leadership of those armies.

so... In a centralised HRE Freddie would command the Brandenburg/Prussian contingent of the Imperial army. And he would still command the Brandenburg/Prussian contingent of the alternate paths "imperial" army.

Now of course if the player chose to take the "C" path: Flat out just conquering and seizing each and every province. I could not see for many generations at least, anyone of the various houses dispossesed by the usurper, serving their banner.

You have to consider that the Nobles agreed to the unification of Germany in 1871 'cause they felt much better protected by a centralized German state while the formation of the HRE or a german Kingdom during the pre-napolean timeframe would have met outmost resistance from the nobles (and not only german nobles).

The 30 years is one of the best examples where you can see how the Emperor has treated his enemys. Many of the ruling nobles opposing the unification would have been replaced by more loyal ones while those supporting it would be rewarded (not to much because you don't want them getting to powerfull making everything you have done obsolete). Imagine what you would have done with the Hohenzollern if they are resisting your rightous Imperial rule. Keep them as rulers of Prussia ????? No you would have replaced them and perhaps executed the Prussian king to show the nobles that resistance is futile because you are the Emperor and they will be assimilated into the Holy Roman Collective.
The only way to keep ALL leaders would be if a Federation is formed with the agreement of all German nobles. Still there would be many Austrians not willing to serve in the new German army if Germany has been formed by Austrias enemys same goes for Prussian officers if Austria unites the Empire. The historical situation makes it almost impossible for anyone to form an Empire by purely diplomatic means.
So again keep standard leaders of the country which forms germany and add the leaders of their most important supporters + some standard ones.
And as i have already mentioned you could use some of the leaders as antagonists of the ruling dynasty to create an interesting challenge. Freddy as "revolutionary" could be an option (already mentioned). In fact he wrote a book called "the anti Machiavell" opposing Nicolo Machiavelli's political theory and absolutism so why shouldn't Freddy become a more radical revolutionary if his father/grandfather etc. has lost his title due to Imperial punishment ? In real life the option of becoming something better than a enlightened absolutist monarch was unrealistic because of his harsh father and the fact that power corrupts the human beeing.

If you can not live without the great leaders to play some role as supporters than give the player an option to choose how to treat the nobles if victory is achieved. If you let them keep their estates then you will have to face more problems holding your Empire together. Insert events which are increasing revoltrisk or result in desertion like the ones for a fantasy victory of the British over France in the HYW if the nobles keep their estates but reward the player with additional leaders and ministers. If the player decides for a hard punishment of oppositional nobles and to reduce the power of the supporting/neutral nobles a lot then it should be easyer to keep control of the Empire and fasten the process of centralisation (centralisation bonus + tax bonus via events) but less leaders would be available for him + one or two real nasty revolution-like events are awaiting him and perhaps some leaders defecting to another country.

all good points, and all arrive at a reduced leader file from a perspective of just balancing a game... And that is a good thing. Since it still makes USE of these men in some way and not just throwing them onto the heap so some kid in Poicoma doesn't pitch a fit about something being to easy or to hard.

Yeah unification of Germany is going to be a real bear to do and do well and it should be since no other person did it in the time frame and there were some very clever lads running around.

Exactly...Frankfurt as choice A), then maybe founding country's cap as B) and Aachen as C) but to include perhaps a relations bump w France or Burgundy?

I would add some more to conditions to claim Charlemagnes realm than just the ones needed for HRE unification.
1st the nation re-claiming all of Charlemagnes realm needs to be HEI (Holy Roman Empire)
2nd HEI needs to have a sufficient powerbase
3rd HEI needs to have a monarch who is an "adventurer" (Freddy would surely be a canditate :p )


When discussing how the leaders should be given to KoG, consider about how it should be scripted. That's a real nightmare unless it is simplified in some way, like leaving out some states' leaders alltogether. Suggestions are welcome.

Every nation able to form the KOG of reform the HRE has it's own event so it is very easy to give them the right leaders once they are changing their tag

3Steps + 1 optional step
1st
make a leader file including ALL possible leaders for Germany/HRE

2nd
include sleep leader xyz as command in the events for the formation of HEI and GER and do this for all leaders which are not going to follow the lead of the country which becomes HEI/GER

3rd
include sleep leader xyz for all HEI/GER leaders included other leader files to sleep the non-HEI/GER versions of the leaders (for example sleep the Prussian version of Freddy if he is supposed to serve HEI/GER)

4th
include events to wake the non-HEI/GER versions of the leaders if a country is supposed to break free and get the leader

It is the same thing I have done in order to add the option to keep Charles V. as Emperor of HRE and choosing his son as heir of all the Habsburg possesions exept that monarchs were slept instead of leaders. Note that in my altered event chain Spain is the country to choose the Habsburg Seat of power.

A man like Friedrich the Great would not be content to be just some general in the Imperial Army and I suspect many other princes would be peeved off at losing their independence. Historical great men would fight to restore their domains and fight the Empire as much as fight for the Empire.

Thus a united HRE would have lots of destabilizing events, especially in North Germany. Brandenburg/Saxony and Baltic Germany would very likely be making pacts with Denmark/Sweden/Poland and would frequently rebel against the Empire.

Some wars of religion style events would be appropriate for the reformation too.

there is some truth to that. However there is also a couple of problems. Not the least of which is the claim to sovereignty over a particular area of territory is derived from the emperor, and not solely from the family in question.

The family in question inherits the right to rule over an imperial fief, and technically not the fief itself.

So to rebel against the emperor is to delegitimize yourself by removing the foundation of your claims...and establishing a new order based upon the legal principle that anyone that is strong enough to take the area can keep it.

And that further endangers your families position down the road since it is highly unlikely that they can hold a smallish in comparison to its' neighbours, fief for long. In the case of Brandenburg how long do you really think it can last after winning independence when on its' borders are the HRE, Poland, and Sweden?

Besides Freddy still has Prussia with which to play, and that is firmly outside the borders of the HRE.

The point on the wars of religion though are spot on, and likely. Holding the HRE together is going to be a tough gig.

And an event where Germany can decide where to have its capital. I made Nürnberg the A choice because, as mentioned in the desc, it historically was the seat of the shortlived new Imperial "government", the Imperial Executive Council. There are different DP effects mainly to "spice up" the choice; the reasoning is that chosing Nürnberg would mean a bit more reliance on the Imperial cities, Frankfurt an accentuation of the legitimation of Imperial rule by the Imperial princes and Aachen a stressing of divine legitimacy and the legacy of Charlemagne.
