Once again, I think the simplest, least controversial, let's-just-get-something-in-we-can-agree-upon solution would be an event FOR the emperor if he controls most of the elector states, which changes the tag and gives the cores.

You could be proposing the -6 trigger a little differently than how we were wording it, but in the old thread, around the 8th post, you can see where someone tested the idea and it didn't work out, so I had to go back to the HAB, but I agree it's the better solution if it does indeed work. Anyhow, I'll work on making the proposals you and Isaac are suggesting so we can get something on the table for testing. It'd be great to get something drafted.

Hmm, this might just be the brute force solution we're looking for. :) Since if you're Emperor, it could mean one of many things. Either you've cajoled enough German states to go along with you, eliminated enough of your rivals, or force-vassalized (stomped on) enough of them. And it doesn't matter what religion you are. I like it myself, and it has nothing to do with Hapsburgs or whatever.

Ok, based on the input I've gotten, here is the modified version of my event. The one thing I'm unsure about is Isaac's suggestion about adding the cores only when the state in question returns to full stability. Some advocate giving the cores right when the Empire is formed. I'm in favor of granting cores from the start, from a partial bias for simplicity but I also want to see how the events test out and whether the German player is truly challenged by the hostile reaction of Europe. If there needs to be more negatives, then we can delay the cores. Anyhow, let me know what you think.

Option A looks good to me except the non-German countries probably need a reaction. France, Italy, Papacy, Poland, Hungary, Denmark.
France because it was so anti-Empire throughout the EU time period. Italy because technically it was a part of the HRE (perhaps an event to claim the KoI as part of the HRE after we get this done)
Papacy because of the HRE - papal relationship
Poland because it too has interests in the German minors (one of them rules it eventually). Hungary because of its interests with Austria and Bohemia. Denmark because of its desire to control North Germany and the Baltics.
The cores still need to be decided exactly what to do, but I guess we need to see the play balance first. I have a feeling it will do alot to the balance of power in European politics.

Option B needs to have some benifits for the player. I would rather take the hit and lose stability, centralization, cash for all of those cores if the only benefit was to lose stability if I decline. I think better relations with the German minors, added centralization (focusing on a smaller nation), etc.

Underneath the list of German reactions, you can see other countries reactions....I have some of the ones you mention and can add the others. I like the idea about the benefits for option B. Not everybody might want to unify Germany by force, particularly if the player is the Hapsburgs and we ever do other methods.

I guess the only ones you need to add are Poland and Italy. I think Italy's needs to be benificial to them (additional troops +forts) as the Holy Roman Empire's first expansion would be to reclaim the Kingdom of Italy for the Empire.

True enough. Italy's would almost make a unique path of their own, by virtue of their history with Germany. If we get this accomplished, then perhaps later we can move on to events for a Kingdom of Germany interacting with an Italy and other neighbors, particularly expanding into greater boundaries.

It's pretty simple. When you make the claim your stability goes to -3, and everyone hates you and has a CB etc. So now it's a race. If you can hold on to all of the electoral provinces and get you stability to +3 while and achieve peace, you will get all the cores. If you lose any one of the electoral provinces you have failed to assert you rights and you can never become HEI. All it really does is prevent the other one (8888888) from happening.

If that event didn't exist you could claim the throne in 1450 and get it in 1800, whcih makes no sense at all.

I agree, the GER tag would be the right choice. Obviously making sure it doesn't already exist should be a trigger.

I think the BB trigger should be a little higher, maybe 15. If you can make emperor, that shows that you at least have the support of the folks that matter.

I don't think the CBs should last 400 years. At some point Germany is just another nation, no matter how unlawful its formation was. I think 60 years (two generations, as it were) is the rational limit of the CBs.

Except for the German minors that the new Germany has cores on (and maybe the Papal States). They should keep their CBs forever - the very existance of a centralized HRE threatens their autonomy. For non-German states I agree completely.

I designed the event before 1.08 came out, utilizing the new CK tags, so there was only HEI, but now that we got GER, we can switch to that. I like how you've written up the changes, Isaac, and I think that's in keeping with the brute-force method. 'Now that you've taken the land and staked your claim, you gotta hold it while you bring your stability up', which will be quite a challenge if the reaction events are severe enough, which is our intention. So I edited my own event file to match yours. I'm amenable to limiting non-German country CBs to 60 years while German minors more permanent CBs (400 years). As for the higher badboy, that sounds like something we'll know better in testing. I'm anxious now to get something drafted and tried out and then we can see if BB values need to be tinkered with. What do you guys think of what we've got now?
