The more I think about this, the more I'm in favor of making this an Austrian based campaign.
Exactly, I think you would find wide acceptance of a fantasy German unification event that focused on the Habsburgs or in the later game, Brandenburg/Prussia. As I recall, this was something that was discussed over a year ago, but was killed. The time may now be ripe...
 
As discussed earlier the most likely turning point would be the Hungarian inheritance event. I re-scripted this event to allow Austria to refuse inheritance (except for Hungarian-held German provinces), which leaves Hungary intact as if it chose to not hand over the crown to Ferdinand - without the negative effects. I figured the fact that they offered the crown was good enough to avoid the negative repercussions; it isn't their fault that Ferdinand said 'no thanks'.

Of course, if Austria refuses the Hungarian crown it's quite possible they'll leave an intact and very large Hungarian neighbor on their border, depending on how the Ottomans fared.

(off-topic: I ran a 50-year test with 1.07b and for the first time I saw the Ottomans expand quickly and effectively to cover most of their core provinces. Very nice.)

The Bohemian event I left alone, although Austria gets addcores on German Bohemian provinces if it doesn't inherit either Hungary or Bohemia. Since the Bohemian event occurs prior to the Hungarian event, I didn't think it reasonable to deprive Austria of the czech provinces or culture if it did, indeed, inherit Bohemia. However, if it doesn't get Bohemia in the event then it'll never get czech culture or cores. And in terms of play, neither the culture nor the czech provinces count for much anyway, so I didn't think this was terribly unbalanced.

The next step, which I'm working on now, is scripting an event for each German minor to allow Austria to get cores on the minor *after* it takes the province(s) the minor starts the game with. I'm assuming that, for example, if Austria takes Saxony and tries to claim it as part of 'greater Germany', it can only do so if no Saxony exists to contest the claim. So, no cores until after conquest. Conquer and thou shalt have cores. No freebies for the aspiring German Emperor.

I left the abdication events alone because I think it's still possible for them to occur. Charles would no doubt find a 'greater German' just as much a headache as the historical Habsburg Empire (those fractious Germans), and it's still quite likely that religious division will exist within the German provinces.

The only question I'm left with now is if there should be any 'intermediary' events along the way to unification. At this point the sequence is:

- refuse or not be offered Hungary; go the German route
- get cores on conquered German minors, after the fact

Well, that's pretty simple. Not a great deal of excitement, but I can't think of anything interesting to put in intermediary steps. On the brighter side, this absolutely avoids any deterministic progression.

One thing I do think is necessary is to add BB to the conquest of each minor, an addition of 1BB per province that the minor started the game with. This will slow down Austria and make a quick, wide-spread conquest attempt an almost certain trigger for a full-scale European war. I figure Austria is upsetting the balance of power, and needs to do so slowly, over the course of generations, to avoid alarming everyone around them.

Ideas? Thoughts? Criticism? After I do all the minors I'm going to try a test game and see how things go.

I like your ideas, max. I'm undecided about Bohemia, though. Ideally, I see this unified German state as being just for the Germans, but Bohemia was technically considered part of Germany... If shields on Bohemian lands are going to be allowed, I would prefer them being on all of Bohemia, not just on the German-cultured lands. However, I prefer that there not be shields there at all.

Also, I think that Brandenburg should definitely be able to unify as well.

Actually, the way I have it set up for the test is like this:

- if you inherit Bohemia you get the cores and the czech culture, just like you normally would. Since this is prior to the Austrian decision to 'go German', it seems to make sense. In terms of game play I don't think it makes that much of a difference (i.e., you're giving up all but one province of Hungary - and the attendant cultures - for the opportunity, which could be big if Hungary is still intact).

But really, I just left it alone because it happens prior to the decision point, and because there are only three czech provinces and they aren't especially lucrative. They certainly don't make up for what you could get if you take the Hungarian crown.

- if you don't inherit Bohemia you get no cores on czech provinces and no czech culture. If you then pick the German option on the Hungarian inheritance you'll get two cores on Bohemian provinces (Silesia and Ertz) but you won't get cores on the czech provinces nor czech culture. Without the Bohemian inheritance there's no 'legitimacy' for either the provinces or the culture. Make sense?

Oh, I should note. I believe that czech culture might come with the Austrian startup, but I've modified my game heavily and didn't keep copies of the original inc files. I removed czech culture so that the Austrians only start with german. Although I see that culture is given to the Austrians with the Bohemian event, and I don't believe that's one of my changes. Guess I should keep better records of my alterations.

I suppose you could remove the culture or the cores on the provinces if you go the German route. If you do, however, I don't think this should be immediate but some time after both the Bohemian and Hungarian events (to reflect the Czechs being squeezed out of an increasingly German society and government).

That would make for an interesting intermediary event, anyway, even if it won't really amount to much in the long run. Call it 'Czech Disaffection'.

The total BB add above and beyond what you get for conquering/annexing Germany is around 30 points. This seems like a decent amount to me, if all you get in return are cores and perhaps a shiny new flag. If there are more benefits, like 'Nascent German Nationalism' - +1 tax base to all German provinces - then additional penalties need to be applied.

What would be great is if folks could come up with some interesting intermediary events that don't require that you first conquer group a, then group b, etc., although having to hold provinces c, d, e, f would be reasonable triggers. The 'first conquer this, then conquer that' stuff works great for some nations, but in Germany you can pretty much pick any direction, or even hodge-podge about the area picking up minors. Giving the player the most choice possible would be good.

I'll examine the events more thoroughly in a few days when I get back from vacation, but they look good at first glance. I like your reasoning on the Czechs. Are any thoughts on what to do with the Dutch provinces? Should they be applicable for Germany until the Dutch Revolts?

This thread by Fate discusses his unification events; see if you get any ideas from it. :)
 
If we want unification events for Germany I would like to suggest having two series. One for the unification and centralization of the Holy Roman Empire, and one for the creation of Germany. If you are the ruler of a catholic country you will become the HRE when you control all of the catholic provinces in Germany. And if are the ruler of a protestant or reformed country you will become Germany (or perhaps simple Prussia to save a tag) when you control all protestant and reformed provinces in Germany. Perhaps other demand would be in order, but I guess you get the direction I'm heading in.

Following one change into Germany (Prussia) or the Holy Roman Empire one would gain shields on the German provinces as one conquers them. Also gaining shield this way should be give 1 BB point and -1 centralization.

If you are going to have the Inheritance of Hungary be a major factor in Austria's unification events, wouldn't it be better to see how the Inheritance is going to be handled first? I certainly hope that it will be different from the standard Paradox sequence.
 
Well, I played through a test game to 1710. The events all fire correctly, but frankly I can't see the point in even trying to unify Germany under these conditions. The reasons:

- as the Austrians you have German culture. You can do it anyway. The only thing you'll lose out on are cores (*after conquest*, big deal) and a couple of tailored events.

- you'll get around 30 more bb than you would if you conquer the provinces normally. This really, really bites. BTW, the bb wars triggered for me when I had 24 of a possible 36 bb at the time they started; I had to fight off France, England, Spain, a monster Lithuania, and the biggest Hungary I'd ever seen, not to mention a dozen or so associated minors (including a Papacy which had united almost all of Italy).

- you lose out on czech, magyar, and slavonic cultures.

- if Hungary is large you lose all the Hungarian possessions, plus leave a now rather hostile neighbor on your borders (as if you need another hostile neighbor).

Overall the price isn't worth it. I could've gone the normal route and ended up much stronger, with more cultures and less bb, and still have unified Germany.

So as is, I don't see the point in even going this route. The price is high and the payoff doesn't make up for it. It's overboard on the negative side, like my old Italian events were. At the end you really haven't accomplished anything you couldn't have done otherwise; you've just made it deliberately harder on yourself.

If the event series is to be successful, the reward needs to be worth the effort. Any suggestions?

Off-topic: even without Hungary, by 1710 my German Empire stretched from the French to the Russian border and was about to embark on a WC to see how far I could get before time ran out. However, if I'd gone the normal route and picked up Hungary I could've started the whole WC gig a century earlier.

The EEP and AGC handle this in basically the same way. I don't think this needs to be radically reworked, as it seems to go well now. Obviously triggers and stuff could be reconsidered, but I don't see this as bein an issue.

Different approach, I guess. I don't 'role-play' the game, so for me this is insufficient reason to consider going down a particular path.

As for the bb...the point is, it's still more attractive to annex Hungary and go the historical route. The only thing that makes it less attractive - and this is very specific to my game - is that the Austrians don't get slavonic culture if they inherit, only magyar. In a normal game they'd get four (!) cultures without modifications, while the germans end up with one.

And I'm not sure you aren't underestimating the advantage of all those cores. German provinces are much richer than Hungary et al., and a Germany unified under Austria will be very robust - tougher than France I would think. Of course France can be formed with rather less BB!

What I mainly saw was an absolutely ridiculous manpower rating. With the territories, cores, and sliders, my manpower was around 350. I've never seen it that high before.

Of course, with 1.07b there isn't a blue blazing chance in hell you'll ever have enough money to actually raise 350,000 men in one year - or, gods forbid, support them - so the whole manpower thing is moot.

Actually, I was thinking of making it a viable option *in comparison to inheriting Hungary*. I don't want to make the German Empire stronger than the historical route, just *different*. Right now, it's better to take Hungary.

If anything I think it should be less attractive to inherit Hungary, and so even the two options out. Go one way, get magyar culture and a lot of instant provinces, keep czech. Go the other way, forget Hungary and the two cultures, get...what? Okay, Austria under a player's command is already too powerful, so how to make the Hungarian inheritance less tasty?

But that alters the 'normal' events in-game, which I generally consider a no-no for a fantasy series. That is, if you choose to forego the fantasy option everything else follows normally, with no changes.

Kinda buggered at this point.

Edit: that is, not sure what to do if the events remain Austrian. They'd work out just fine for a German minor, since the series itself is balanced (i.e., trade cores for bb). Still, as has been argued so well, the Austrians are really the only ones who had any sort of early shot at this anyway.

Well, if the merger's going to have a wider array of less-then-historical options, you could give this to the Austrians-maybe with a little less BB then already in it, or more in terms of $/DP rewards-if the Bohemia/Hungary inheritance events don't fire or aren't accepted. Build it as a whole chain, you could probably include stuff for the Turks, the Poles, and maybe even the Lithuanians.
 
I like the events.
Just because it introduces an alternate history path to Austria, doesn't mean that the event needs to be equal to the other historical route. I should be hard to unify Germany. It wasn't done during the EU2 time frame. And gaining 1 BB in exchange fo r a core seems fairly good exchange.
This series of events would be even more meaningfull if some of the other possible changes to Germany are implemented, like
multiple german cultures to split up the different regions of Germany to show how disunited they were. Or German Independence events that would trigger based upon the owner not having CB-shields on the german state in question.
This series of events combined with a few other changes that make it harder for just anybody to conquer Germany would really make your events shine.
