After the End Dev Diary #38 (Part Two!) - Cree Genghis, Northern Flavor, and The California Rework

Good tidings, all. I'll be filling in for 9Kbits today, so let's get straight to it.
I'd like to begin by prefacing that all screenshots are using vanilla portraits, so please forgive random Native women in Hijab.
Continuing on from yesterday, we have an announcement in regards to the name of the added Orthodox religion. As pictured here, you can see that we've given it a local name in Tlingit - this drives home the point of it being a syncretic holdout.
Moving on - we've taken some suggestions to heart, and as part of 0.6, some exciting decisions will be coming. Based on the real-life Iron Confederacy of historical western Canada, nomadic Peyotist leaders of the region will be able to declare a new empire- the Iron Confederacy. This title, if taken by an AI, will grant them tens of thousands of men, similar to the Genghis Khan event from Vanilla. It's also formable by a player, and comes with some nice bonuses. The title carries some heavy requirements, and will serve as an interesting way of shaking up the northern scene while giving flavor and a goal for any Peyotist ruler.

That's not all folks - this wall of text ain't done yet - and I am pleased to announce what is my personal favorite addition coming in 0.6 - the California Imperial Rework.
We've been building up to this rework for a long time - part of 0.5 included the initial groundwork, including "New California". As it stands now, the Empire is meaningless - if you play as one of the Cetic warlord-kings, interacting with the imperial court will, at best, give you a claim on a single county. Playing as emperor is also extremely arbitrary - you have constraints put on you that you cannot directly lift unless you somehow manage to reconquer California - which a puppet emperor would not be able to do in the first place. As it stood, you have no reason to remain loyal to the empire or even roleplay with the Empire in mind.
No longer. I now present to you the Governatus. The Governatus is California's most important person under the Emperor - in the allegory of China, they are the Imperial Chancellor of the realm. The Governatus is the Puppetmaster to the Puppet emperor in an incompetent reign - giving you, the player, a face by which you can control (or strengthen!) the empire. The Governatus and their power is directly inverse with the Emperor's authority - which is now determined by a modifier. This system makes much more sense, and allows you, the player, to directly strengthen (or weaken) the Emperor's position in his own court. To this affect, there are new tiers to the Emperor traits - previously, we only had "Figurehead Emperor", which has been reworked to fit this system. It is pictured here. Now, weaker and stronger emperors are also recognized. A particularly skilled Emperor will find themselves with the Strong Emperor trait - pictured here. Likewise, an Emperor who has fallen far past the point of puppetry will find themselves punished with the Weak Emperor trait - pictured here. The imperial authority modifiers give you tangible means of improving the realm (or your own power), while being realistic - the Emperor must keep in mind his Prime Mandate, else the throne of the Totally Righteous may fall to another dynasty.
The Governatus has toys to play with as well - they will have access to several unique CB's to restore imperial authority, as well as events to strengthen or weaken the Imperial Authority. Thus, if you want to roleplay as a loyal minister of the Emperor, you are free to do that, and if you want to live out your dreams of emulating Cao Cao, then you are also free to do that. Be careful, however - the Governatus may not be secure in his position if the Realm Authority is also not secure. The Governatus, under weak authority, appoints their heir directly - under strong authority, the decision becomes that of the Emperor.
As part of the changes coming to California, we are going around fleshing out aspects of the lore - we have shown off some spoilers in past developer diaries hinting at this, and more will be shown later. Here are some of the new characters added to title histories:

Lastly, in light of these new mechanics, and also as part of some of the feedback we received, Zakariyya's event chain will continue...

- Rouillard - Melting pot that forms if Gallomericans control the southern Great Lakes region (Rostmann/Motowner lands).
- Omedulac - Melting pot that forms if Gallomericans control the northern Great Lakes region (Dellsman, Yooper, Northlander).
Other new cultures:
- The Subarctic group has one new culture: Iyyu. This culture represents East Cree from the James and Hudson Bay regions.
- "Oji-Cree" culture has been renamed to Saulteaux and given expanded territory. Rulers can form the Iron Confederacy, if all of the other requirements are met. Still in the Anishinaabe group.
- A new culture group has been created called "Athabaskan", which contains the existing Shuswap and Dakelh cultures in Cascadia as well as a new culture, Dene. Dene culture represents Athabascan-speakers from the far north. We on the dev team are aware that there are several different indigenous cultures inhabiting the area, but we felt as if having one larger culture would serve the region better rather than dividing the already-harsh northern reaches of the map between five or six different cultures.
- The Northwest Coast group has two new cultures: Tsimshianic and Tlingit. Tsimshianic represents all of the Tsimshianic speakers from the Northwest Coast exterior and interior - we condensed them into one culture for similar reasons as Dene. Tlingit culture represents both exterior and interior Tlingit from the Alaskan panhandle and Canadian mainland.
- The North Pacific group has two new cultures: Alaskan and Yukoner. Both of these cultures represent the remaining Anglo populations of the far northwest, with Alaskans inhabiting the coast and Yukoners inhabiting the interior.
- Oh, and Paiute culture was moved to Plateau from Southwestern
