They've said in the past that that's not something that's going to happen. There are groups that aspire to the legacy of the U.S., but the Union itself is long faded into myths and legends.

though i do belive that americanists & heresies should at least have the oppotunity to found a titular empire called the United States (requirements would be the same as founding regular custom empire, but with added requirement of being an americanist). all the aspirations, none of the Abbablobbing.

It's unlikely that a full-size American Empire will be added, but there's a possibility for a titular empire or a decision similar to the CM DLC decision that creates the HRE.
If you went with HRE idea, which kingdoms would be required? Obviously the Dominion, New York (Sorry if that's a duchy, I cant remember), and some other Northern kingdoms. This would also present an opportunity for a type of Confederacy to rise. This could lead to some rivalries like Rome and Carthage. Of course, the Confederacy could only be formed after the US, as it is effectively a rebel title

If you were to make something similar to the HRE for Americanists, the way I would handle it would be making a decision that can only be taken by the President. Taking the decision could work like Mending the Great Schism or reforming a pagan faith, with the incumbent President being given an Empire Level religious head title of a new Americanist faith that uses the same election mechanics as the current Presidency, and losing the county level title. Americanist rulers would be given the option to accept the re-establishment of the United States, and swear fealty, or reject the legitimacy of the new empire on theological grounds, retaining independence and the original form of Americanism, which would become a heresy of the new one.
The Holy Columbian Confederacy is supposed to be emulating the CSA. It's adjective is even Confederate for crying out loud!

Now to figure out how I want to tackle Socal, and the reunification of California will be (mostly) complete!
Will an event remove the Figurehead Emperor trait once Socal is subdued?

Just as a suggestion to the earlier discussion about consumerism, Hollywood and New York, what about some kind of event where, upon the founding of the Consumerist faith, the two aforementioned merchant republics get an event to maintain their faith, convert to Consumerism or some kind of Entertainer faith, venerating early Hollywood and Broadway actors, rejecting the very notion that mankind's lack of faith in God/The Emperor/The Holy Dollar led to the death of old America, instead blaming it on their inability to have a good time, features being stage shows, and a focus on stability. Just a suggestion

This! The head of the religion would be the Producer, and you could have a patron system venerating the Old Gods like Sir Allen of the Forest.
The California mechanics are not yet fully done, but there will be something along those lines at some point. Probably a decision that allows you to remove the trait with some combination of crown authority, piety/prestige, religious moral authority, and/or military might.
If you really wanted to restore the USA, you can just make the Kingdom of Colombia your primary title, form an empire from said title and rename it something like "New Columbia" or "The Columbian Union". Simple, just use your imagination.
nah, the religions head would be the director, secular kings/presidents would be producers, and the gods names would all be after great directors and maybe actors. see director Feature Film smite the infidels with the powers of the lords Hitchcock and Kubrick!
Or just modify the mod to make it possible. I personally would probably add a decision if your an emperor of an American empire to be able to form America if you controlled all of the kingdoms in former America. And remove all de jure drift (especially in the cultural empires).
It would be fun to ditch the religious head altogether and instead have a College of Cardinals-style mechanic called the Academy, with its own powers. Virtually impossible, of course, but fun.

I have a question: if the Abbess-General is unlanded, will she still call Ursuline Crusades? Not that I'll probably have to worry about them if she will since a good chunk of Quebec is controlled by Angelines, but it'd still be nice to know.
Unlanded religious heads are barred from calling Crusades in vanilla, though I don't know if that's different for this mod.
