If there is an event where internet is rediscovered, provinces with cultural tech level of at least 3 (on any tech area in cultural) it should have the decision to fund TOR if your capital is an internet-enabled county. Maybe there could be an illegal marketplace.

You can't "discover" a virtual world whose infrastructure has been destroyed for 670 years or more if it ever existed considering the timeline diverges after WW2...
One event references a form instant communication like e-mail existing in the past so I think the Internet did exist; however, it has been so long that at this point tales of the Internet function as mere legends and, judging by the rate of technological improvement in the game, it would most likely take several centuries to build up the necessary infrastructure to "rediscover" or re-create a system like it.

if you have enough gold and intrigue you can lose 500 prestige to open an illegal marketplace, may possibly have a trade route made by counties connected with the "Internet discovered" modifier

This is a medieval world. How would you even begin to construct the complex machines that would be required? The internet was first created in 1969 in the wealthiest nation on the planet using cutting edge cold war technology in a hyperliterate and populated society.

You're suggesting that a medieval world analogous to 1066, still coming out of an actual dark age (as opposed to the myth of the european dark age) would be able to do this?

In A Canticle for Lebowitz the monks protecting Lebowitz's work can't even begin to understand his diagrams until their version of the renaissance.

i agree with the above. if 2666 is the AtE analogue for 1066 (or charlemagne for that matter) then provided the right religion is in the right place, it would be roughly 800-1300 years before cold war era techs. in PDS game timeline that's: 400 years CK, 300-400 years EU, 100-150 years Victoria, and 50 years in a HOI setting.

Not totaly agree because this time is not totaly virgin of a past more Advanced. There are traces of this world, so we can suppose that many technics of old time are rediscoveries. But for me it will never be more than an arquebuse, a treaty on medecine. At the limit a very old phone. And after a very long time of game. Internet ? No really not.

Phones at the beginning? Old tv? Formula for a primitive TV-caller system if the survivors create a webcam.

EDIT: With a TV-caller people would reach out further and further to try to get communications and it is not like people would want to create large wire systems.

Also, maybe they would be like artifacts in elder kings, you could steal them or get gifted them. (+50 bonus opinion, events and instant diplomatic actions)

There already are. But it's stuff like guns or calculators or old books; things that'd be useful on their own. A phone, on the other hand, wouldn't be of any actual use since phone lines and cell-phone towers likely don't exist in any kind of serviceable condition.

I think you fundamentally misunderstand how technology works. Human science is built on the shoulders of past discoveries, an aggregation of thousands of years of knowledge.

It's possible for things to be preserved- there are probably some blueprints here or there. But even that is not enough, without the theoretical background and the practical skill to construct what they need to construct.

Hell, look at this:

Do you know how this circuit diagram works? Did you even know this was a circuit diagram? Do you know what it's for? It's for a computer motherboard.

Now imagine your level of confusion, but now add that

1. you don't know what a circuit diagram is
2. you don't what a computer is
3. you don't know what electricity is

And you begin to realize the problems involved.

I haven't been playing this particular game very long, but has anyone else noticed the Celestial Emperor being suicidally overconfident? I'm the King of Gran Francisco (where did the "Gran" part of the name come from anyway?) and I married my sister off to a relative of the Emperor. Well I've had two successive Emperors declare war on me for my sister's claim despite the fact that I have far more troops than they do.
