If I'm still able to say what I would like, here it goes then
Making the AI Minors build more licensed troops and make the AI more likely to sell their design of troops. For instance, the Netherlands started rearming her army in 1935, buying all sorts of stuff from Sweden (Oerlikon, Landsverk L.181), Austria (Böhler AT cannon), Germany (Krüpp artillery, although most of them outdated), Switzerland (Solothurn 2CM AT hand held gun) and even wanted to buy tanks from Skoda (Chzech).
The political attention for rearmament first grew during the year 1935. The military leadership was requested to inform the Minister of Defence about the bare essentials necessary in order to get the army on its feet again. The chief of staff [General Reynders] replied with an extensive list of requirements, including light and medium tanks, armoured cars, artillery, AAA and modern AT guns.
The Dutch had no large-size indigenous defence industry. The aeronautical industry was however rather well represented [Fokker, Koolhoven, de Schelde], and also the heavy metal industry and yards were available to construct small and medium navy units. Eventually it proved to be possible to built even large navy surface units on Dutch yards.
And also making it possible to license build hand held guns (Solothurn anti-tank weapon etc) instead of researching new stuff yourself.
And last but not least, I think some minors should get buffed in manpower (and probably IC), if you see
here and
here the Dutch had enough IC and manpower to rebuild the fortifications, license build Armoured Cars, AA guns, AT guns, Artillery, Light Cruisers and Planes at the same time. I don't think this is possible in HoI3.
