I raised taxes and had a lot of rioting on planets, they come back but now I am still getting 0 money in my ledger. What is going on?

Can you tell me which race you were playing as? Also, if you have a saved game you could send, that would be awesome. If you have one from mid-revolt as well, that'd be excellent, but I understand you may not. thx!
