How many provinces can i have without getting doom up? wondering if i can just conquer the rest of the region since i finished the reforms early thanks to mass ae lol

From what I saw on Arumba's "Aztec Aggression" youtube series, you shouldn't have to worry about doom after reformation. He conquered all of mexico, and part of the south of the NA continent without problems. Until the european nations showed up, at least.
Each Nahuatl reform passed reduces doom gain due to provinces by 20%. So after 5 reforms, doom gain due to provinces is reduced by 100%, so you won't gain any more doom from provinces. Feel free to conquer as much as you like.
