After last update, menu bar not coming up / Esc will not allow menu to show so I can not exit game with using Taskmanager

After the last update (around 7/31, I noticed that after about 5-10 minutes, I could no longer look at submenus for Roads / Electricity etc. Also hitting Esc will not show the popup menu, so I can not exit the game cleanly. So essentially this is now unplayable.
Everything is still running in the background, I can buldoze, but all of the background menus are not showing.
Also the Activity window is cut off just above the primary menu bar. (No Mods)

There has been no update to this game for months.
Probably a steam update or most likely a mod-update breaking your game.
Posting your output and error log might help you going again.

Could maybe also be a windows update.

Yes, you are correct, there was a Steam update, and not a Cities update last week.
Thanks for the quick reply. I have re-installed, but getting the same issue.
And, yes, a Windows update is a good possibility as I do have a pre-release of Windows 10. (Slow Ring)
How does one get the error log?, The issue is 100% reproducible (if one waits 5-7 minutes with activity)

There is guide on how to retrieve log files here:

The game log file contains details of errors and other information that can help track down the exact cause of any problems you have with the game. When reporting bugs you should always share it.

An easy way to test if this is mod related is to add the launch options -noWorkshop and -disableMods to Steam, then start a new city and mess around to see if it happens. If not, then it's most likely a mod causing problems.
