Can’t speak for US military installations but in the UK it’s fairly common to have a barracks in a town, London itself has quite a few, Plymouth has a Marine regiment based pretty much in the city centre. Medway has a REME regiment based in the town near dockyards the list goes on. Hell even some towns were built just purely because an airfield or army base was there. So may not be the case over the pond but it’s fairly common to n the UK and to best of my knowledge most of the EU. We do have massive sprawling training bases that cover huge masses of land but consider the UK is roughly the same size as some North American states it’s hardly surprising we are a tad more compact over this side of the Pond

Yep. Any war should be abstracted and off-screen, not something you have to give any thoughts to in managing your city.

See now y'all catch on to a military dlc it doesnt need to have much powers yes but it can help in the disaster releaf too not just as an additional add-on for educational and museums but it is limited to the power of Mayor to activate them. Once activated they get funding to help with the releaf. Then once done the mayor shuts them down again.

Nah, just improve the current law enforcement.

A military DLC would just amount to eye candy.

For law enforcement I’d like to actually see the process in action Like the industries DLC. Where we go from raw material to various structures and eventually end up with unique factory goods.

Wall of text coming but bear with me!

Imagine if you will

Crime is now at random and has 4 main types,
- major (murder,rape, gang crime etc)
- minor (muggings, car theft, burglary etc)
- corporate (fraud, embezzlement etc)
- misdemeanour (parking violation, speeding fines, littering etc)
Crimes would not be specific such as murder, just show as major, minor Etc

when a crime is committed it creates a radius of “resource” that collector units from the relevant processing building will go to (police cars, police helicopter, foot patrols, undercover detective cars) and they will “collect” the resource and return the the facility they came from. the radius is only active for a limited time, if police don’t get there before the radius is gone then the criminal escapes.

these 4 “resources” can be handled by different processing facilities.

- Major could be processed by a Major Crimes Unit (Detectives, CID for Britain etc)

Vehicles used by Major crimes could be undercover cars (standard vehicles with a small siren & light on top)

- Minor could be handled by standard Police Precincts/Stations

Vehicles used by minor would be standard police cars.

- Corporate could be handled by both major and minor crimes units

- misdemeanours could also be handled by local police stations (smaller and larger versions or by a new building for traffic enforcement or highway patrol unit)


New Gameplay elements

- introduction of foot patrols from police stations to walk the local area. Foot patrols only deal with misdemeanour crimes but can reduce to likelihood of other crimes being committed in the area that they are patrolling.
- Crime no longer occurs just where your police stations are less effective, it is almost at random. Also mostly where people live, work or shop, we don’t need a police station just for that lone tool booth on the edge of our city!
- Police are a visible deterrent but cannot be everywhere at once! How many times have you broke the speed limit because the roads empty in real life? You wouldn’t dream of breaking the limit if there was a police car behind you. Same applies in game! Cons won’t commit a crime in front of an officer but may do once that officer has gone.
- Crime rate percentage influences the “spawn rate” of crimes. The higher the rate the more crimes spawn. Each district can have its own average crime rate.
- All current methods of reducing/rising crime rate are a little more effective.
- effective radius of all service buildings are larger
- Crimes no longer cause abandonment if not dealt with in time!! People won’t be happy but are a lot less likely to just pack up and leave the city.

New District Policies ideas

- Local Patrol Only, limits emergency services units to the district they are placed in. If Unchecked, units will respond to any crime, fire, illness as they currently do in game.
- Neighbourhood Watch, districts with this policy applied are less likely to have major crimes committed (roughly 50% lower)
- Youth Crime team, police take time to attend schools and universities in the district to education children and young adults on crime prevention. Costs 10c per education building within district.

City wide policy ideas

- Armed Police force, Issues all police with firearms. Police units are now more effective at capturing criminals at the cost 2c Per police unit.
- Trial By Jury, Court cases take less time to process at the cost of 10c per court building.
- Prisoners Rehab Program, prisons take less time to process prisoners for an early release. Costs 20c per prison.

My Ideas on how the Production chain for crime should work.

City Street / Building

-criminal act committed
-police dispatched from relevant unit based on effectiveness of service (budget & location) depends on success of capture.

-criminal caught > taken to police station and local crime rate decreased
OR
-criminal got away > crime rate increased in local area.

At police station / processing unit

-criminal is held in cells and processed
-criminal is transferred to court house for sentencing

Magistrates Court house (new structure)
(Magistrate court in the UK, not sure of worldwide equivalent)

- Minor / Misdemeanour criminal is processed
-sentence given out depending on policies active and crime committed.

Crown Court (new structure)
(Crown court handle the most serious cases in the UK such as the “Old Bailey in London”
again not sure of worldwide equivalent)

- Major / Corporate criminal is processed
-sentence given out depending on policies active and crime committed.

Standard prison

- criminals sent here are minor / misdemeanour offenders

maximum security prison

- criminal sent here are the Major / Corporate offenders or if the Harsh sentence policy is active the majority of prisoners come here.

After a set “processing” time prisoners are released and go back to be normal citizens.

intergration of current police models / asserts

helicopter dispatch can increase chances of catching criminals when is pursuit.

Patrol cars on city streets, makes crime less likely on the roads it’s patrolled, much like road maintenance depot trucks it is a temporary boost.

current prison, used as either a max prison or a standard prison. Personally I think it’s a really ugly building and it’s proportions are all wrong.

court house unique building, can be used as a historical court house that has been preserved for tourism and is not used as processing building.

Introduction of protests / riots

protests and civil disobedience can be implemented in game as a negative consequence of mayoral actions. A lot like if you had poor fire coverage your more likely to have fires. You keep making bad choices, making people homeless, raising taxes, building noisy airports next to homes etc your going to seriously annoy people and eventually it sparks a riot.
rather then a literal mob roaming the streets at will slinging Molotovs everywhere and destroying buildings like the riot from SC. It can be a animated disaster, It could be a road closure such as when they are damaged by a disaster and crime rate in a radius of that road can take a huge spike demanding a much higher police presence. Fires could be a lot more likely too as well as Cims getting sick (injuries) requiring ambulances. Puts a lot of strain on emergency services and civil services to repair the damage, catch all the bad guys and recover the wounded not to mention potential traffic issues.

It wouldn’t create much damage if dealt with effective but if your emergency services can’t handle it all the buildings in the radios are likely to be abandoned or destroyed by fires.
