African District Cannot Go Independent

Greetings,

So, I'm playing Ethiopia and aiming to do the "This time for Africa" achievement. I was expecting new territories to go independent so I could ask them to join my fraction and assist them in their war for independence. However, except for the first 2 territories French Djibouti and British Somalia, none of the territories went independent after I support them with guns and their resistance reached 100%. The resistance started dropping and I can no longer perform any action on these territories.

Could someone explain to me how this mechanism works? Do I have to conquer the Allies with the Axis and realise puppets after winning WWII? But in this case, what's the point of provoking resistance in these areas?

BTW can South Africa actually go independent by following the historical national focus? As I remember, South Africa can never go independent if it remains a democratic regime, right?
Any of the Dominions can go and become independant, regardless of the route(sans India) via the vanilla autonamy system, its booring but its also just the mindset that was in mind when TfV was released, its just some foci have... accelerated independence paths

To answer the first question why French Djibouti and British Somalia declared independence via rebellion when resistance strength was greater than 90%, but other countries like the Kingdom of Egypt did not, one reason may be that that rebellion occurs when average resistance strength for all eligible states is greater than 90%.

French Djibouti and British Somalia may have had only one eligible state in their potential rebelling county. If so, raising that one state's resistance strength to greater than 90% would be sufficient for a rebellion in each of those countries.

For the Kingdom of Egypt to rebel, the player may need to raise the resistance strength of more than one state to more than 90% so that the average resistance strength of all eligible states is greater than 90%.

I used to believe that as well. However, Tanzania only has one state as well (as I remember), and in my previous save I did not manage to trigger independence in that territory as well after the resistance reached above 90%. I'll double-check to verify this.
