I think they should be able to either go down a path where they emphasize religion and strife for a central asian empire transcending Ethnic identities or for for Pashtoo nationalism. The later maybe being the join Axis fascist path the former the create your own faction fascist path.If anything they should have secterian woes like Turkey. They may core Pashtun territory, but face opposition from various tribes and Uzbeks, Turkmens, etc etc.

They also require you to own the entire empire you want to recreate before you can do so, wich makes it rather diffrent then getting free cores in nearby countries that you wish to own.
