they might have left the coalition in the late 90s but that doesn't mean that their AE had cooled off. Russia needs a diplo advisor with +relations over time to help with that, as they certianly haven't had one under Putin. When they fabricated this claim it pushed everyone back into coalitions.
As far as USA's AE, I think they are treated as a European nation when calculating AE distance modifier.
0 AE. It all belongs to Motherland. Things are just getting rearranged to fit the reality.

The USA has the Alaska province near Russia's far eastern borders. Canada also has provinces near Russia's border too. Hence the outlandish AE!

Secondly, Russia has accumulated maybe about 15 AE so far but certainly no more than that because all they did was declare the war and get caught fabricating claims. Ukraine has no allies that honored the call to arms, so they're a little bit screwed at the moment. Russia is currently besieging a few provinces. Once Russia makes it's decision clear on vassalization or annexation of these provinces THEN they get AE. Jeez guys I thought you knew that... you've all played a lot more of the game than I have.

As of (I believe) 1.5, Restoration of Union lasts 100 years.
EDIT: On double-checking, that's only for Union CBs gained from missions.
I think they have claimed Defender of the democratic Faith, so they get Automatic Call to Arms and monthly WE reduction when fighting a war of government change.
Still USA have some WE and a lot of loans, but they are also giving subsidies to Ukraine.
Russia is supporting nationalist rebels with revoltrisk in eastern Ukraine and Crimea. They probably have maxed the Espionage Idea.
Not Restore Union, Russia has Subjugation CB. Like Poland's "Remind the [former] Soviet States of their duty".
but guys, Russia is NOT at war with Ukraine! Putin even stated he won´t annex Crimea ( - 5 AE yeah!)
however, due to a bug, US has gain 200 AE! and its trying to make European countries join in a coalition, just like they did with Libya. (since this is the US, they get a free CB, but no one in Europe dares to fix this issue)
