Is there anything I should do (i.e. requirements) in order to get them?

Apart from CoC DLC the advisors have to be either from your accepted or promoted culture (silver or gold star at their portrait) to be able to be promoted (promotion costs 2 years worth of their salary) up to level 5.

They don't get generated automatically. If the advisor is of your primary culture, it can be promoted for paying a lump sum of ducats. Every promotion increases its relevant MP generation by 1.
So, if you take a +3 advisor of your primary culture and promote him 2 times, you'll get your +5 advisor.
Yes, you gotta own Cradle of Civilisation to promote advisors

I recommend getting Innovative Ideas if you want them LvL5 advisors since it cuts costs by 20%

Imo not worth as with economic you'd make more money than you'd save by innovative ideas. Or just take admin and blob like crazy, and you'd also be doing much better overall than with innovative.

The wiki indicates that it is an expansion feature.

If it is a DLC-only feature you will find these indicators straight under a section's title or at the top of articles [if the whole article describes a DLC feature].

I'm not arguing that. But 20 bucks for each DLC+ the price of the game is by now over 200 to get the full game and the bill will keep rising.
Years ago you would get the full game from the beginning for the 40 bucks.
And moreover the dlc doesn't nearly get the resources required to develop the full game. Not even a 1/10th of it.
So shouldn't cost more than 5 bucks.

But tbh I don't want to further this discussion. My answer was replied anyway.

Assuming he wants to play for blobbing, if not, Innovative can serve him very well. Innovative ideas are underrated. There are plenty of bonuses to appreciate except just that. whether it be War Exhaustion reduction, less Prestige Decay etc.
Plus 20% Infantry Combat Ability Policy with Quality. Makes your units Prussian-level

Tbh I would do some tweaks there
1. Admin is mainly good if you spam mercs and/or blob a lot. You are a tall player, so I doubt you will need Mercs that much
2. Naval AI is dumb, to say the least. I often do not bother with any naval ideas, usually the bonuses from Quality are enough.
The rest seem alright, but depends on who you are playing and how you're faring. The Dutch can use Trade ideas to make insane amounts of cash, for example

I respect your choice, but your post is too loaded and misleading to let it simply slide without a few words.
Years ago you would get the full game from the beginning for the 40 bucks.
Years ago you did get the full game for that price.
This is a feature from the last expansion -- developed over 4 years past the release of the base game.
So shouldn't cost more than 5 bucks.
This is not the only feature included in the last expansion.


Regardless of the above, I do support some leniency towards the old player base -- if possible, in the form of [at the very least] the return of the 67% off discounts and at least 20% off on the "complete your bundle" packages.

Leniency is it? We will be kind to the player who has bought every DLC at its opening week price and thus has paid several hundred dollars for the full EU4 by now.

About the advisors...with these lvl4\lvl5 guys its better than ever to have cost reduction modifiers. Try to get the 50% off estate advisors whenever possible and promote those guys up. I think I quite like this feature because being limited on monarch points has always been frustrating, but it also feels so powerful that the game is starting to break a little, as with the addition of Absolutism and other stuff.

Only because their balancing is meh as usual.

The ideas introduced in the most recent patches work rather well with some being amazingly well done. They're just too strong, weak, early, late, etc.
In this case they only feel powerful because we're drowning in ducats. If it was a strategic decision it could be a beautiful moneysink.

Right now I'm running three lvl5 in 1650 though. That's not how it's supposed to be. lvl5 advisors should be lategame stuff.

I could never have imagined though that this would be a dlc-only paid-feature.
Tbh I'm starting getting tired to the fact I have to buy a DLC for evry feature of the game
actually that one is fair... its not adding someting really demanding to have a fair gameplay or someting. its just letting you spend money on more monarch points and thats all ^_^'''
If we were talking about common sense oh boy you are right to be pissed but dlcs like this and mandate of heaven are fully "new content" dlcs that adding new mechanics instead of required in game features (now... no one need to have age mechanics! But its cool that we have it now :p)
