Advice on starting a mod from scratch

Should I use perhaps the Fantasia files for it? I want to create a personal mod for my own use involving massively wacked out things like Venetian colonies in Asia, a Catholic Japan, amongst other things. Basically I would like to start the whole thing from scratch, and I think Fantasia would be the best to start on, right?

Yeah, it's certainly a start. That or find a mod by someone else which makes you think "cool, I'd like something like that" and use it as a template, changing everything as you go

If your planned startup look is more similar to the Grand Campaign scenario than the Fantasia scenario I would start with the GC, and from there remove and change.
More or less what mandead said though, just that it applies to all scenarios in all mods.
