I've been trying to balance a 1vs1 MP game for a little while recently. We have generally been trying to do a historical Germany vs. Soviet Union match. In Vanilla Hoi4 a few years ago, Germany seemed to have a decisive advantage, so we switched to Expert AI to slow Germany's initial conquests down. But recently, it seems like the Soviets have trouble even holding out in 1941. We've boosted both UK and USA with the expert AI settings to "Insane" and disallowed collaboration spy missions or any non-historical wars for Germany. I also don't cheese the AI by attempting Sealion without actual beating the RN.

Now, it's possible that I, who usually play Germany, am just slightly better than the Soviet player, but it's very difficult to even get a historical scenario where Germany gets bogged down in an attritional war in 1942 and 1943. Worse, the AI, no matter how enhanced, can't seem to pose a significant naval invasion threat.

We've also tried Germany vs. the USA, but that generally just becomes a stalemate after the SU falls. Germany doesn't have the naval power to invade the UK, let alone the USA, and its difficult (though not impossible) for the USA to pull off a D-day without waiting for a bunch of nukes. Tbh, this was the most even of our games.

Is there any mod, set of house rules, or some combination that we can use to have a generally balanced Germany vs. SU game with only two players? I'm not opposed to making my own light modifications if the changes are relatively simple. Any advice would be welcome.

In 1.10.8, Soviet vs German is fair, even if there are no rules.

Normally, the Soviets would need to send 50 divisions to Britain to prevent the Germans from landing there. while Germany needed to build a defensive line against a possible Soviet attack in 1937.
