Depends on how much time you have, starting in 1936 its usually preferred to upgrade provinces that have less that 5 IC (the hit it takes to spend a year upgrading gets offset by the years the city has the additional IC).

It also depends upon your resources. Each additional IC takes x number of resources (coal, oil steel) to keep it going, so your stockpile will dwindle quicker with a lot of IC.

Generally people don't increase the IC of larger places i.e. berlin, london, because it takes too many years for it to pay off.

Great topic for discussion. First thing I do (this applies to whatever country I happen to be playing) is determine if I have an excess of resources to support IC increases. The major nations do, except Germany, and Italy is really bad off for resources. You do this by looking at the ledger under economy. You need to advance the date by one day to get an accurate report. Make sure to look at your overseas areas to make sure your transports are moving all the resources to your capitol.
Now you need to decide for hardcore you are going to be. The most important factor for that, is to consider if your CG (consumer goods) requirement will be getting lower as time progresses. This is true for USA, UK (and other democracies) and USSR. It is not true for the axis nations. Therefore as Germany or Italy I will upgrade some provinces under 4 ICs in 1936 only. As Japan, you have such a huge excess of resources, it is worth it to upgrade all provinces 5 IC or less until possibly as late as 1940.
For democracies and USSR, that also have a large overflow of resources (including USA, UK, USSR and France), I believe you should be really hardcore. As USSR in 1936 I upgrade every province except Moscow, Leningrad, Stalingrad, Minsk, and Vladivostock. Then from '37-'39 all provinces less than 7 ICs. UK and USA upgrade from 36-38 all provinces less than 7 ICs. France has a future coal shortage which can be corrected by trading, so they upgrade in 36-37 provinces with 5 IC or less, a good total for France is about 250-280 ICs.

Personally, I generally will upgrade (regardless of what country I'm playing) any provinces with 9 or less ICs during the first two years, continuing with those still below 6 in 1938-40 if I am not expecting to commence war within the next two years. Once I'm within two years of the war breaking out, I want maximum availability for troop construction and (if applicable) coastal forts.
