Well, about the improvement pack, if you are speaking about the one in my signature, it was never really tested and completed due to lack of time, and launching of Hoi3 (and now AOD)... So, I would suggest playing unmodded (or with the mods you prefer)...
The Greece's strategy page has indeed some nice advices. Having tried some strategies, I have the following to comment:
1) Going Axis means you can't do that much other than helping Italy in North Africa (move your army there before the war to avoid the royal navy) or Germany in USSR (where you are not really that greatmuch for the russian army)... Ofcourse, If Germany wins Barbarossa, you can then have an interesting game, trying some attacks on other countries (perhaps turkey, any european minor left, or the Scandinavians ones etc), but, if Axis loses, you are lost...
2) Going Allies can be really interesting if you can survive... You will eventually be attacked by Germany, so, some forts on your defensive line (Ioannina-Larissa-Salonika) can save you later... Taking Albania soon (either in the beginning of the Game, when Italy is fighting Ethiopia and they generally don't dow you, or after Italy attacks you (this can be hard, cause Italy will have quite some divisions there and you will also have to be guarding your country). Generally, guard your beaches (Italy tries some amphibious landings, with favorite targets being Crete and Patra), cause, if they land, you cannot fight a 2 front war...
If you manage to survive, when Axis is losing yuo will have the chance to grab some land from your neighbours, and become a regional power, after that, you chose what to do...
Some general advice: Reach the second tech team asap, don't upgrade anything in the beginnig till you are at least 2 techs in front (to save IC), and be really careful with your manpower, it is going to cause you many problems...
P.S. I had my most interesting game with Greece when I joined Allies (early), builded fortresses,took military control of Allies minors (Iraq, Nepal, Bhutan, Yemen etc) and waited for Axis Attack. On september 1st, I was in war with Axis, causing a bfc, and soon a 3 party war (Allies-Axis-USSR). Soviets and Allies streamrolled Germany and then stalemated, I launched an attack to Italy and succeded, then Norway, and, after getting US into the Allies, on the central america countreis to gain power... However, I never managed to break the stalemate in Europe....
