I did some tests but couldn't reproduce these two issues. Advanced Reengineering worked for me on heavy units; maybe the problem was caused by the targeted unit instead of the Engineer-mod...
Walkers had regular accuracy as well in my test. I suppose the AI used the Shock and Awe doctrine to increase accuracy for explosive weapons.

I personally already do not like to tech to T4 units. The research is expensive, the upkeep cost is expensive (especially that it actually costs cosmite!), and ... mods tend to be far more important.
Add to that that the units now need to rank up before they are a ble to use all mods, T4 units feel too weak to me. Often enough I can field low level units, sometimes even partly core armies (Indentured with a few Overseer), so why should I bother? I rather research good mods and tactical operations, then get to x-skills in ordder to buff all my army instead of producing expensive new ones that need to rank up and get to my position before they are really usable.

The biggest thing that makes me rejecting T4 is still the upkeep cost. There are only a few units I would consider (for example the Assembly T4), because they don't actually need to be spammed, but even then - I am totally satisfied with me Reassambler army....
