Advanced buildings only in high development provinces

I find it would add to the strategic depth if "advanced" buildings like university could only be built in provinces with a high development level. That would allow even more powerful buildings with nationwide effects to be added. I haven't thought through if the treshold ought to be 40, 50 or even higher?

I don't totally agree, but I do like the idea of having buildings which provide nation-wide effects which can only be built in provinces with high development or the capital. Having the capital as always an available option reduces the problem for people without the DLC.

National Monuments would be good. Bonus if you could only build some in the capital even with the DLC so you have to choose which ones you want.
