I see people often making posts or threads like this saying they've smashed X naval power yet their admiral still was unable to earn Y trait.
Well, I've played enough of 1.11.5 and followed my progress closely enough (as the naval part is always my top priority even research wise) to make the following assumptions I'm fairly sure of, and this is not yet covered by wiki as far as I see:
(Blockade Runner is most likely bugged and ungainable as of now. I was unable to get a single XP point on it even with this dude who has obviously worked his way up and fought outgunned. And had subs under command, too, obviously).
These considerations of course mostly affect the naval 'newcomer' nations - I for one don't play majors, and over there you probably already have a handful of good admirals to pick from. But still, sending them to a mandatory sumbarine training might be a good idea if they are not yet spoilt by a tonn of semi-useless traits - i.e. having 3 traits at 90% is far better than having 1 fully done and the rest at 0%

- Admirals progress towards next skill level is based on damage they deal in combat (and probably receive too), scaled maybe also by the ratio of friendly and enemy units. I'm saying 'maybe' so easily because for now this is largely irrelevant - while this of course needs further testing in appropriate conditions, in a practical game you're unlike to manipulate this part, that is. One generally commits to battles whatever forces he has available and tries to get the naval advantage from the get go.
- Admirals progress towards trait gain is based on time they spent in combat with just mere trait conditions being met. This now instantly explains everything. This explains why a super-hero admiral who has sunk the IJN and the Royal Navy combined is still not a Superior Tactician, while a nameless submarine captain is already one despite only having a few 1922 subs under his command: sub warfare is slow, the admirals gain traits all the way the subs are just approaching to their targets, and proceed gaining trait XP while these rusty torpedoes keep failing to deliver a hit.
