Hello,
iam playing japan in the 36-48 game...in 38 i put in a new minister for armaments.
his skill is Administrative Genius and the manuel states that he would increase the total Industrial Capacity of my Country.
I replaced a minister with the skill Laissez-Faires Capitalist.
But instead of increasing my IC it went from 170 to 166 after the change.
I didnt change anything else at that time like improving a province what could have caused the IC loss.
So is this a Bug in the Game or a an error in the manuel....or am i missing anything else in the gamming mechanics ?

this is no bug, you just don't have enough supplies to run your economy at full power, you need to get more rubber and oil! especially rubber.

nope..thats not it ...all resources are above 40k, including rubber ( well rubber at about 25k ) and oil ..so i got plenty to spare...and it wasnt the avaiable IC that went down..it was the MAX IC that went down

if it would be a resource problem only my current IC would go down..not my max

Could the drop in ICs have occured at the same time of you upgrading your provinces?

I had this problem as well, I replaced a Resource Industrialist and saw my IC go from aournd 60 to around 55. (Don't remember the specifics) The effects were immediate.

Not sure but could it be the result of dissent? you get 1 percent when you change ministers. Not sure if that effects IC but if you overload consumer goods you can drop the dissent to see if that changes anything.
