Administrative efficiency in 1.30

I think paradox made some good things in this patch, like governing capacity or government reforms for theocraties, but they made one thing that annoyes me a lot: they nerfed absolutism, so the only possibility to go to the old admin efficiency cap in europe is to play a country that can form germany, or to tag switch from dithmarse to prussia... I think that's really sad because now to do a WC we need to play mughals, austria, prussia, or any country that can form hre/germany or to be a very good player(which is not my case sadly, and probably not the case of 9/10 players), so i have some suggestions to improve that:
1) make absolutism giving 40% Admin efficiency again
2) remove the cap of absolutism bonuses (which is at 100 now)
3) make a mission in every mission tree that gives 10% admin efficiency
4) make an option for when you become an empire you can change one of the national ideas to whatever you want to represent the changes in the country (admin efficiency in that case, it is my favorite suggestion)
5) make formable nations that have AE(admin efficiency) in their national ideas/mission tree but it requires a lot of work and is not a very good idea
6) put the 10% AE in technologies
so that's all my ideas, excuse me if i did many repetitions, English isn't my native language, don't be afraid to give your thoughts and i hope a paradox develloper will come here and change something.

i did some WC before, one as france into hre and one as mughals, but now it's a lot harder. It was enough difficult in 1.29 in my opinion. And the fact is still that with germany it's easier now and more difficult as other nations, just why only germany and german countries should be able to do that better than livonian order for example? And as austria even a noob player can WC now.
