Administrative Cadre Gov Reform - does Clergy give policy or not?

Utterly confused about the 4th tier of government reforms in the game. The Wiki and other websites says, that if I pick "administrative clergy", I get one free policy later. So claims a lot of videos about government reforms on Youtube.

But when I play the game, the tooltips instead says that I get a -10% discount on administrative advisors. Which makes it worse than the Burgher choice that gives a discount on ALL types of advisors, not just the administrative ones?

So which is it? Is the Wiki wrong? Or the tooltip in the game?
