In the beginning, governing capacity isn't really a problem, as you can give three estate privileges that increase it and you get more pretty quickly through tech. As soon as absolutism comea around, you have to revoke the privileges, reducing your governing capacity by quite a bit. What makes it even worse is that development in conquered provinces is significantly higher than in the beginning of the game. The amount of capacity you get from tech doesn't make up for it, and if you want to conquer a lot of land, you pretty much have to revoke all states while still being above capacity, unless you build state houses and courthouses everywhere, which is just ridicously expensive.
That's why I think that admin efficiency should increase governing capacity. It still hinders rapid expansion, which probably is the main goal of it. But as soon as you get absolutism, you should be able to conquer a lot more.
