I think I know what the answer's going to be, but I'll go ahead and ask anyway:

Does anyone know of a way to adjust the maximum number of natives in a province without changing province.csv? The native command, if it doesn't set it to 0, will only change the starting number; if it's more than in province.csv, it'll be reduced to province.csv's version, and if it's below, it'll slowly increase to it.

Semi-related: Has anyone tried to figure out how the graphic for native populations is chosen?

I tried to change both but neither was succesfull :(
