I have found that the new costs for fighting crime in 1.03 are so high that it is much cheaper to simply set crime fighting to 0%. Does anyone know how I can tinker with the savegame files to make crime fighting cheaper???

Im not a 100% sure, but in the misc.txt file in the victoria/economy has the following line:

#Factor for crimefighting costs (for easy tweaking.)
police = 1.0

maybe if you reduce that?

There are two factors - one for police (general crime fighting) and one for factories (£5 / factory base)

I go .75 and 2, but that is to hamper the high pop countries a tiny bit (as opposed to industrial ones)
