Cant say if it is bad. Generally idea that each step in increasment is a bit worse is ok. So if you dont focus on technology you can still get decent amount.
But the balance has shiffted and at some point it needs to be adjusted, for example by changing cost or values.
Normal additive bonuses are less important. For example industrious traits. Or Authoritarian Ethos bonus to worker. It is dismishing over time will all other bonuses.
Rare additive bonuses are a bit better. There are some which are very rare to get. Like Unity. Trade power. To some degree alloy/goods production.
Reduction based maluses are better. Like food consumption reduction, maintainence reduction, consumer good reduction. Or cost of outpost, you can really stack that reduction on influence per outpost.
If you can find Multiplive bonuse there are also very good. Like mining guilds stacks very good with all other bonuses.
A lot of things do not work very well. So i would not go crazy on balance right now. However somewhere in future we could adjust some values (like industrious trait should either cost less or give more)
