I like the variety of government types in the game, but I feel as though there needs to be an additional empire type.

I want to be an empire and my leader the emperor, but the choices are at both sides of the spectrum with no middle ground.

I want to be enlightened but not a pacifist, militaristic but not despotic slaver.

Does an Enlightened Militaristic Empire sound like a decent middle ground?

I want to accept aliens into my empire, expand my borders, take care of my citizens, and essentially bring order to the Galaxy.

Type: Enlightened Militaristic Empire

Leader: Emperor

Unlocked if: Militarist
Locked if: Pacifist

Building Cost -15%
Ship Upkeep -15%
Ethics Divergence-10%
Can build an oversized ship

What does everyone else think?

I'm only using the unlocks, locks, bonuses as an example.

I only want the ability to be an empire with an emperor as a leader without the slavery bonuses or the pacifist trait.

The unlock/lock doesn't make sense, if it is unlocked by militarist it does not matter that it is locked by pacifist as you can not be both. It has strictly better bonuses than some other governments. Probably should have some other leader name than emperor since that is already used by despotic empire. All in all the concept needs some work.

Also note that military dictatorship and despotic hegemony do not have any bonus to slavery.

Despotic Empire is the "default" one. Otherwise just go with Military Dictatorship and pick the "conformist" trait to get you convergence bonus.

As has been said elsewhere, view Ethoses & Traits & Governments as a complete package to craft what you want, rather than stand alone mechanics.

It's not really special enough to warrant a new government type, it's basically a boring mixture of what already is (and sort of overpowered in using multiple bonuses) and it'd require a new type of oligarchy and democracy...

Just try and gain the most important bonus from government and add traits to compensate the rest.

Maybe there could be Feudal Empire that unlocks with militarist ethos and has bonuses from vassals (higher income, significantly lower liberty desire). It would be also nice if there would be special pop type - serf (peasant) - something between free pop and slave.

Your goverment represents your homeworld, so if you are a feudal empire, all your major working population are serf, what would be the point of having them as separated class?

If you anexe an other planet, the population becomes yours and then the same rules are applied as for your starting population.
