Italy declaring to the world that it intends to take venetia with violence is jus as bad as taking it.

I also don't like the war leadership mechanic, you should be able to keep fighting if you are not the leader. With an infamy gain, relations hit with alliance members, prestige loss, and break alliance you had with the allies you fought with.

Perhaps if you kept 25% of the infamy... but saying, "Italy wants Venetia" is NOT the same as Italy TAKING Venetia.
Declaring to the world your intent to seize a piece of land by main force without a robust case for war is - from the point of view of your country's international reputation - pretty much as bad as actually doing so. (Declaring such intent, then failing, makes you look weak as well as obnoxious, which is why unfulfilled wargoals tank your prestige.)

The best way I've found so far is to occupy provinces fast. Make sure you have at least one Hussar or Dragoon in all your armies and an Engineer if the enemy has forts. In the early game use several small stacks to siege multiple provinces at once. Late game use 39,000 man occupation stacks since apparently 13 brigades gives you the fastest possible occupation time.

Since I've started doing this I've found it much easier to add war goals.

How do I get more jingoism to add war goals?

Events (elections, random ones, there's also some CB-giving events that have a 2nd option to only get jingoism & militancy etc.) + you slowly gain jingoism while at war, while rapidly losing jingoism when not at war.

It's not THAT bad. I've been royally screwed by the AI a few times, but mostly it happens when I'm playing a weak country and I'm trying to use a powerful country to fight my battles for me. Like as Persia fighting the Ottomans, my Russian allies quickly added several war goals of their own and ignored mine. While that's annoying I wouldn't call it unrealistic or even unexpected.

When I'm playing a large country with a decent military which I fully commit to the war and we're winning I've never seen the AI screw me out of my goals. Not saying it can't happen, but it hasn't happened to me.

Maybe you're adding too many large goals? I generally fight short decisive wars for 1-2 states. Maybe after the AI adds its own goals the total war score cost in your wars is going over 100?

I think defender should get cheaper war goals
No, not really. There is no reason why you should receive a discount when defending.

Why? Becase you can already use the enemy wargoal against them.
Just win the war. For every unpressed wargoal your enemy will receive a nasty % prestige drop AND a huge pile of militancy for all pops.
So even winning a white peace is already a huge blow against your enemy, sometimes as powerful as a humilite wargoal - and completly infamy free.

Get Jingos (to a point)

- Pass reforms / Look at politics tab, see what major issues are. Chances are, some issue is pushing out Jingos (Thanks, calvinhobbslike for telling me this). When you have 4.6% Jingo and 23% Secret Ballots, pass secret ballots, Jingos have room to expand.

-Win wars and battles without taking alot of loss / occupation.

- Spam elections (to a point)

-When you are absolutely desperate, you can cheat. I had to in my latest WC since I couldn't pass reforms fast enough to prevent crowding. While not proud of it, I justified it as a wrong footed game mechanic in the same vein as Manifest Destiny on a larger scale.
hit ~ to bring up the menu, type "event 4406" (Yellow Journalism), select the Fan the flames of public opinion option, and boom. 5% Jingoism added.

-edit last note: if you're concerned on the cost of infamy, you either aren't powerful enough to avoid the limit, or you are small enough to be patient for a few months. Just accept the war, wait 5 years, justify against them for a few months, and you might get a half price wargoal.

Prolonged war also hurts your economy, atleast they should pay some money wo infamy

Well no, as Germany and with Hungary we have fought 2 great wars. Both times Hungary added war goals outside of the original crisis, both times as war leader I ignored these goals.

I had no interest in them taking extra lands and sometimes the AI thinks the exact same thing, other times it is nice to you.

The point would be don't try for a wargoal in a war you are not in control of, or if you do try to peace out early. Go for your goal occupy it and get the fudge out of town.

As for jingoism it does suck but I have found that I add war goals less and less cause unless it is a really great opportunity I will give it a miss.
