Adding PoPs with event?

How do I do it?

could someone please post an example or tell me where I can find such events so I can clone/edit them?

If using VIP then the country-specific event files are under scenarios\VIPscen\events

0.1000 will add a 10k POP, base the size of POPs desired based on that template
