adding new flags onto counters

i have been trying to add the sicily flag onto a counter which i have done. The problem i'm running into though, is that after i save it and open the game the counter is either showing as a pink square ( readable) or a black square. What am i doing wrong, i'm saving this as a bmp file as the rest of them are so what have i done or not done? Any help will be appreciated, thanks
