Adding minor cultures and religions to increase province diversity

Perhaps the most immersion breaking aspect of the game for me at the moment is the limited representation of diversity within each province. It means that once all your provinces are converted to your state religion and either the primary culture or an accepted culture, inter realm interactions become rather uninteresting.

My suggestion is to add minor cultures and minor religions to each province. This suggestion is not to implement a POPs system, since it does not require any maintaining of population values. Rather, each province would just have a list of minor cultures and minor religions. These minors would provide opportunities for revolts, provide bonuses to convert the primary culture or religion of the province to their type, and have opportunities to spread as minors to adjacent provinces, the capital, etc. More specific details below.

Minor cultures:

Each province has a group of minor cultures accessed through a button on the province screen. Minor cultures contribute to accepted culture status, can foment rebellions, and greatly reduce the cost to convert into the major culture when present. There is no need to track percentages of minor cultures. Minor cultures that exist in a nation that does not have the primary culture of at least one province will disappear over time.

Cultures can spread to adjacent provinces as minor cultures, with a significantly higher chance to do so within one country and its vassals and allies. There is also a smaller chance that cultures can spread to non-adjacent tags, particularly the capital of allies and vassals. Minor cultures in particular will not spread to allies and vassals (unless adjacent).


Minor religions:

The malus for having religions different form your nations religion is applied on a lesser scale for minor religions in a province. Missionaries in a province will create a minor religious affiliation first, and a missionary in a province with his minor religion can convert that province to his religion.

Missionaries can be sent to other countries that your tag has good relations with (or with a new diplomatic status akin to military access) in order to plant minor religions into provinces. As with minor cultures, minor religions can also pop up in provinces adjacent to those with the religion. Unlike cultures, minor religions will not disappear if there is no province in the nation with the religion.

Hopefully something like this is feasible. Performance-wise I don’t think it would add too much extra strain. Perhaps the spreading mechanic could be handled with events to ensure that provinces are not doing extra checks.

Not a bad idea but i think it is too complex to really implement it. Modding could be an option, as Paradox will most likely not add this to the game.

I wouldn't say it much more complex than the new fort system. It's really just a list of modifiers to conversion values and triggers for revolts that can be modified by events, missionaries, and culture conversion.
