Adding cores to province file

I've tried adding cores to the Korean provinces but they don't show up when i start a new game.

Example of what I've done to each of the provinces:
owner = JAP
controller = JAP
add_core = JAP
add_core = KOR
add_core = PRK

Any help would be much appreciated.

Figured it out, I was changing the province files in the main directory rather than the TFH directory.
