If there is place in the division, and it is not in combat - and maybe in your home territorries - not sure about the last one, though.
Then when clicking on the built art-brig there will be a list with all the divisions you can put it in. Just click on the right division.

Or just put it on the map - same province as the division and merge...

If you build a new ART brigade, you can either deploy it directly to the division from the deployment menu (HQs are at the top of the list, combat divisions are below), or else manually place it in the same province as the division, and group-select them (click and drag a box around them) to bring up a list of units in the province. If the division already has more than one division, you can hit the "reorganize" or "merge" buttons at the top, or else press the "r" key. If the division only has one brigade (such as a lone HQ), then only the "r" key works.

Note that you can't deploy units to provinces that aren't directly connected to your capital, so as an example, GER can't deploy brigades or divisions to East Prussia. A Transport (TP ship or TRA aircraft) is required to move them.

Regarding the bit about home territory: you can place a unit on the map as long as there is a land connection with your country/capitol. I.e. the UK can't place units India, but Germany can place units in Eastern Poland.
