Adding a port

Ive added a port to the province of Cantabria so that when i play as Navarra (or Foix on EEP) I can have a port other than Gascogne.
I added it into the province file as follows:

431;Cantabria;coastal;catholic;basque;0;0;3;0;0;0;6;9;1;0;0;NAVS;0;1;0;0;0;0;0;0;9050;2212;9005;2196;9020;2185;8975;2287;936;-100;-100;0;-100;-100;0;-100;-100;0;-100;-100;0;Iberia;Southern Europe;Europe;Bilbao;0;0;0;0;8980;2248;-1;-1;-1;-1;-1;-1;-1;-1;-1;-1;-1;-1;-1;-1;-1;-1

And my problem is i can build ships in the Cantabria province - cant seem to dock ships there or even move the ships i built there out of the dock into the sea.
So im wondering what ive done wrong?

change Port/Sea adjacency to 920 or 921 (you have it as 936).
920 is the sea along the western part and 921 is close to France/Navarre (eastern part of province). That should do the trick.
