when adding a division through event, how can I decide which strength they should have?

(and btw, in game terms, how many percent (1-100) should 1 regiment and 1 brigade represent, in this case for GER)

It's not possible. You need to use activate division command, but I think it's bugged, because sometimes game crashes when using it.

A couple of notes :-

a) you can only add dormant divisions this way - so you do need to specify them all in the INC file first.

b) Just using the "strength = 80" line only limits the starting strength - if you wish to represent a smaller than Division sized unit for the longer term, you can try to use the "max_strength = xx" line as well. I say try because the problem is that your understrength unit still has all the attack and defence stats of a full sized unit - hence your "Brigade" will attack just as well as a Division... all it will do is die rather sooner because it is only at (say) 30% strength.

Typically, a German Division would be 15,000 men strong or so - a Brigade or Regiment would be about 4000 men, as there are 3 Brigades/Regts in a division, plus supporting troops like artillery, recon & engineers. So 1 Brigade might be about 25-30% - but see my caveat above about trying to model this.

Depends on the brigade...if you mean an overstrength division, it would probably be max_strength = 134...
But as the above poster states, you can't change the max_strength of a unit in the game. These divisions would have to be defined in the *.inc files (as dormant divisions) and activated by event.

No...you need to add a line under the strength line...

the strength = 80 line above just means that the divisions starts out damaged to 80%, but can be repaired to full (100) strength.

No
An understrength division (either because of damage or use of the max_strength line) will attack/defend with proportional stats based on its current strength. This is why the Oman/Yemen Royal Cavalry brigades that are set at 15% max_strength are WORTHLESS in combat (even more worthless than a normal '18 cavalry division).
