Add total manpower to the war screen

Add remaining manpower for all allies, with the same mouse-over breakdown as for troops and ships to the war screen. The information is readily available through the ledger already, so it's only a quality of life change.

Generally war screen could use some upgrades... I'll think about them later.

this is something i was also looking for. when we hover the mouse on the totals, it can also show the totals for each country at war. if added, it will be definitely a nice addition.
