Currently, you can remove someone from a defensive pact opposing you by making a NAP-forming betrothal, and then immediately break the betrothal, breaking the NAP, and declare war.
If I recall correctly, NAPs formed through other methods (why would anyone form a NAP through other means? do you not have enough bastards?) require you to wait a while before declaring war, so the party you broke the NAP with has time to join appropriate defensive pacts. Betrothal NAPs do not have this quality, so as long as you aren't a miserable incel, your nubile bastard lolis are all you need to cut a bloody swath through defensive pact members at your desired pace.
