Considering that the Serbian Empire existed withing the game timeline (1346–1371), it would be logical to add it has a formable empire title

The requirements could be
  • Must be of Serbian culture
  • Must be Orthodox OR Reformed Slavic
  • Must own the Kingdom of Serbia AND all its de-jure lands
  • Must have at least 2000 prestige
  • Must fully control the Duchies of Hum, Bosnia, Dyrrachion, Strymon, Eripus
If you managed to form it, your ruler gets the title "the great" and becomes the founded of a bloodline

It's a good idea, although I can't help but wonder whether there should be an event linked to it if the player captures Byzantium that changes the name of the state? Historically, the guy who created this state called himself "Emperor of the Serbs, Greeks and Bulgarians (later adding Albanians)" because he was laying claim to the Byzantine Empire, but he died just before he could conquer Byzantium and his kid was such a poor ruler that the realm fell apart in the following years. On the one hand, he did emphasise the fact that he was Emperor of the Serbs first of all, suggesting the title and shield should be different, but on the other, he WAS basically just doing what you do in CKII and claiming an existing realm because he controlled a chunk of the land already...
