The releasable states already exist but they are locked behind France's focus tree. I think they should be releasable at the start of the game so other countries can balkanise Germany.

I agree, but then peace conferences would be even worse. Devs need to fix them before anything.

At least Bavaria, Hannover, and Saxony should be releasable. Bavaria for a Soviet uprising/Catholic buffer state for Austria, Hannover for a royalist UK/France game, and Saxony for a neutral German minor state.

On that matter, Slovakia should also have cores in the 1936 start. I find it bizarre that only Germany can create Slovakia, and only through one event chain.
